Police can issue an infringement notice to young people rather that the more resource-intensive action against the licensed premises which is under section 132 of the Sale of Liquor Act 1989 to make application to the Liquor Licensing Authority for the suspension or cancellation of a license. In NZ if we compare a 1995 and 2000 national survey of drinking in NZ, the proportion of 14-15 year olds and 16-17 year olds and 18-19 year olds who consume alcohol hasn't significantly increased, but the frequency of drinking and the amounts has greatly increased. Police have reported they have had to deal with more young people who had higher intoxication levels. Binge drinking is a real concern.
